What's wrong with waking up earlier or later depending on the season? Humans did that for thousands of years.
it IS especially if you are a farmer.
farm work is ruled by the position of the sun. farm related service businesses have to respect that which means if the official clock is out and the farmers need to eat lunch the place doesn't need to be open or as thickly staffed, and it needs to open early when the farmer is half way through the morning and breaks a tool.

it should already have never been done in the first place. it's a remnant from the days before widespread electric lighting. it only gets tolerated because people spend most of their time indoors in cities.

It's the correct time though. Noon should be at midday. In the summer, noon is at 1pm, which is wrong.
