No, they are more like this. They're just for fun, like little stickers you can give to friends

Can you add functionality to them? Ie whoever has X badge can access Y relay?
I don't know for sure but I don't see why not. Potentially slow because each request needs to first request to see if that badge exists on another relay before allowing a connection, might be ugly
