Honestly, it was probably the only thing that the new owners of Photobucket were willing to pay for. Raw, unencumbered digital photos, pre-Facebook. If the current owners of MySpace and Google Hangout still have access to its user data, they will sell it in a heartbeat

Not surprised. I never trusted Photobucket, so I never used them, but this is ridiculous and unfortunately predictable.
Photobucket is dying or dead, so ofc they want to cash in by selling your biometric data to the highest bidder.

fucked up part is I know that there are pictures of a younger me that is on photobucket but i never had an account

If you use any other #cloud storage service (#GDrive, #OneDrive, #iCloud, etc.), you might want to consider #hosting something yourself now, or with friends & family.
