Chain payments are 100% reliable because there are millions of computers for redundancy all sharing the same state.

Lightning payments far less so because the route depends on single computers with individual states/balances

This is another reason why enterprise custodians are dominating lightning, because they are in a better position to have redundant, high end infrastructure to increase reliability vs a $5 vps or a raspberry pi
