At what point do terrorist/freedom fighters become mainstream? Not seen as terrorists or bad guys?

In Star Wars I never saw the rebellion in the same light as the Viet Cong {today it would be Hamas, or other terrorists. Sure they shared some elements (small underfunded, but holding their own) but they were always the rightfully govt in exile trying to take back what was corrupted and stolen

While there are a few incidents and individuals in cannon that resorted to terrorism, for the most part the rebellion kept the fight clean, only attacking military forces, they had a distinct chain of command, etc. it was the empire that was terroristic, they even admitted it. ("Fear will keep the empire in line" ) The death star was a terroristic weapon from the outset .... One that was meant to be used on populations that dared even to question the empower.
