Ah no its not. There's a big difference. Nostr Wallet Connect is a getAlby service. BOLT12 is a protocol and you can run it on your own self sovereign node. To the end user, they may think its not different, but its very significant.

Some Nostr clients, like Snort / Amethyst / Onyx, support connecting to a NWC endpoint as a wallet, which it will use when "zapping" or sending LN tips.
Yes, Alby exposes NWC for their custodial LN wallet. But NWC is not an Alby service.
You can expose your own (non-custodial) LN node via NWC, and then connect to it from a Nostr client that supports it.
