This was basically the same approach in Hong Kong as well after 1997 and why the decision was made to fully assume the city in 2019.
And, it is also clearly demonstrates why China won’t take military action on Taiwan. The island isn’t assimilated at all meaning that there’s no way to “win the peace”.

Tragic indeed. Not to sound awful and callous but taking a step back it is critical to understand how it is the Chinese operate on such a level and this here is a perfect example.
People love to talk about “cultural differences” but I find it is nothing but lip service. You need to genuinely understand. China doesn’t operate on the same Judeo Christian ethos as the West. Framing any approach in such a way ends up missing important points.
