Nodeyez for your Bitcoin node puts a heavy emphasis on privacy. When possible, data used to generate images comes from your local node, and remote APIs are via Tor by proxy

Assuming that piece of software or its infrastructure offers that option, then yes. Given imposed limitations, one can only offer a "second-best" option, which then becomes optimal under such circumstances.
