I would much rather that guy was up in a sink than but wash at all. If he lives in his car, he should carry a small 2 gallon bucket in his trunk, that was he can wash better as well as wash in places that don't have showers. He can also shower at many YMCAs. Hygiene over everything, because NO ONE wants to hop in a stank ass Uber!
