Neither of these things need to happen inside of the EU for nostr to be used inside the EU. Banning nostr would be over reach, like declaring encryption a munition, it would likely backfire and draw attention to nostr.
No one would think of banning 20 bitcoiners, the authorities will only control Nostr when and if it has an audience
