Assuming there were in fact intentionality behind this .. what would be the sought purpose of lowering the birth rate?

There are people like Soros who clearly hate our civilization.

Others like Bill Gates have come out in favor of a world population cap.

It is certainly a question to which I have no answer, given that European governments are clearly encouraging immigration and the high birth rate of immigrants.

If they are looking for a replacement, why?

They are looking to destroy the roots and culture of the people of Europe, to create a police state and grow that into the greater goal of entire world enslavement, all to achieve the final goal of massive reduction of human population.
