I dont know but I spent some time a few months ago adding live and good relays. But my service was getting worse and worse. When I did a health check i got a sea of red. Situation does not look good:
Genuine guess: Half of the relays are now down?
Re: restricted, could that be any number of reasons? Like someone is running their own and it’s just for their own storage?
