Yes, however I don't recommend using Primal for relay management in general. Primal does not allow you to set which ones are your inbox relays, and which ones are your outbox relays, which you may want to be different relays.

This is because Primal doesn't care about your read/write preferences. You can only read from their caching relay when using their apps, and your selected relays are only used for writing to them.

The more I explore Nostr—especially clients like Primal—the more limited it feels in some ways. I really prefer Damus overall, but I do like Primal’s Explore page.

I’ve tried Nostur, still getting used to it. Also heard some chatter about Yakihonne—curious to try it out.

I mostly use iOS and web.

I am over on Android, so I am not sure which of those I would recommend using for managing your relays. YakiHonne is the only one of those that is also on Android and is a pretty solid client. Your relay settings are still a bit limited, there, though. You can only update your main relay set, and select whether you want to read from them, write to them, or both. There are no settings for your preferred DM inbox relays, search relays, or anything else you may want to configure.

Also, Nostr is limited only by the imagination of those building on it. It's not limited. It's just early.
