It is possible to download 16.4 already. Maybe you use an older device and it’s not supported.

I'm really happy to see Apple doing this. I'd assumed they were incentivized to move slowly with support for mobile web because of how much money they make from native apps, but maybe this indicates acceptance/hedging for web-first as the future. Hopeful🤞
