If I was the creator I would program beams of light and they could rain down upon civilizations to be received only by those that were tuned to the right frequency.
Not everyone has embarked on the journey of self mastery that is needed to be worthy of receiving a divine message.
Yessss babe!!! Then I would leverage those on that frequency to spread that light to as many people they can… planting seeds of hope… waiting for the others to remember their true nature and power 👏🏻😁❤️⚡️☀️ 
It would be the most effective use of frequencies. Programming humans (or aliens or whatever) at a certain frequency and then divine messaging at a frequency that only aligns to a higher vibrational being. Light travels infinitely at the speed of light throughout the cosmos, in any direction and never stops til it bumps into something, it’s the perfect messenger.
