Can Fedi (and/or the fedimints idea) make enterprises able to issue private and secure gift cards?

Fedi is like a leader of a group having a bitcoin address, locking it up and issuing minted tokens as a representation of the bitcoin. so in a way you can consider it a gift card or token for that specific family, village, company, etc. They can be exchanged between users of the tokens or with the leader for bitcoin back.
