Depends on what your needs are.

Children in tow, and you are probably looking for private schools. These are usually heavily concentrated in the respective big city of the country.

Bariloche is gorgeous, and for mountain enjoyers.

Buenos Aires seems like it has everything you may need, if you are not tired of a big city. Some neighborhoods are more European than Europe.
