Children in tow, and you are probably looking for private schools. These are usually heavily concentrated in the respective big city of the country.
Bariloche is gorgeous, and for mountain enjoyers.
Buenos Aires seems like it has everything you may need, if you are not tired of a big city. Some neighborhoods are more European than Europe.

Tricky question. Countries seem to be in a race to the bottom to devalue themselves similar to all of the fiat currencies. The US is still the best house in a bad neighborhood but the sands are shifting.
I'd personally look at central america- el Salvador, Costa Rica, Panama, and Nicaragua mainly

These are my choices as well. ES is getting stupid expensive in my opinion. They ask a lot for no infrastructure and it will get worse. I think you can get more for the same money in Costa Rica or Panama. Nicaragua is the cheapest option in my opinion.

I’m sorry to hear the safety & economy is declining there. It is similar here in Canada in many cities, to some degree. Germany has a lot of beautiful places and people, I wish them the best - though a place with lots of sun and ocean can be quite revitalizing. I’m actually planning to visit Munich this May or June.
