Lucky we have government, otherwise a crime organisation could rise up, and collect protection money from us.

Each organisation would have territory marked out, and people within would get extorted by their respective crime group.

Possibly, every 4 years, they'd have an athletic competition between regions, celebrating their allegiance to their extorters, and peace between crime gangs.

I suppose they'd maintain the roads too, in order to convince people the payment to the crime group is justified.
