Miners may arrange to mine specialty blocks for fees paid outside the block.

Your explanation makes a lot of sense. 🤔 - 's not ideal for miners to contribute to the pool as those fees don't get distributed.
Those fees should 100% be added to the pooled revenue. Check the T&Cs and complain if not.
