When the people running the system NEED a certain percentage of their population in jail to keep the rest of them fearful and under control, they will expand the laws UNTIL they get their regular quota. The only really saving grace of this is it does keep the stupid or very unlucky out of the gene pool for longer...
They will expand their laws until they have no authority.
Unfortunately they aren't usually held accountable to their own laws.
