The US maybe be strictest when it comes to piracy, but for censorship I would guess Europe (if we're not including places like China and whatnot).

For example:

"Hate motivated speech is illegal under EU law based on the 2008 Framework Decision on combating certain forms of expressions of racism and xenophobia"
