In China, during the cultural revolution, there was two types of payment which were mandatory to buy anything. e.g. if you want to buy rice you have to pay Yuan + another credit that government allows you to have rice. You cannot simply bring Yuan, and as that will not get you the rice, you had to bring another type of credit also.

These Green Credits remind me of that.
