The theory of markets always depends on a “something” that moves supply and demand. That something is the product or service. In this case the product is X and the user market prefers it (demand) above supply (#Nostr or others)
Expecting many users to use nostr because a restriction happens on their favorite social network as X is far from being an efficient reality for the protocol to grow.
I do not see whay it would not. The mechanisms of the protocol do not depend on good intentions of the users.
People still feel confident interacting in X and will look for a way to stay
You are speaking in very generic language. As every person would behave the same and go for the rebellion. But many people react different on the same change. Some try to connect through VPN. Other search for new ways to have interaction. And others may stop using social media.
Let’s hope that the vast majority of people decide to resist the blockade and stay in X. Fleeing is not an option to face authoritarianism.
