Under the ccp's NSL that was implemented in July 2020, the law actually applies to all humans on earth no matter their nationality and no matter their geographical location. If a country has extradition agreements with china then, theoretically even transiting through such a country, if someone is of enough concern for ccp, they could be detained and sent to HK/china for trial. Of note is that France, Spain and Portugal are among the countries that do cooperate with extradition to china. The covid madness that dominated the news at that time meant that the implementation of that law went mostly unnoticed outside of the HK diaspora. Unfortunately, the world remains shockingly naive to the implications.

A more up to date map. There seems to be a bit of "nuance" for some countries (Australia?) in terms of it being official/unofficial. The previous map from 2020 is prior to a number of countries that have since suspended extradition agreements. I have heard that Italy might suspend agreements but their "underworld" has close cooperation with ccp so there is likely some negotiating to be done!
