No... Cancer is a biological anomaly that we can cure.

Our instinct to organize into waring tribes could very well be biological.

And we have about as good a chance of evolving from it as we do discovering a cure to cancer.

Take that however you want.

A cure for cancer can be done with enough compute (read energy)

A system of governance will always naturally emerge. It's how human beings organize.

Our conception of government has been around for less than 300 yrs.

voting isn't "governance" ... Yes, hunter gatherer societies absolutely established hierarchies (read governance). Usually patriarchal.
