10min is just an average. More/less miners will skew this and that is why the difficulty is adjusted regularly to maintain the average

10 min in average. The longest gap between blocks occurred on January 20, 2021, between blocks 666833 and 666834, with a delay of approximately 2 hours and 10 minutes (129 minutes). Which comes down to "bad pool luck" for an extended period of time. In general you will see several blocks dropping in quick succession after such an event.

A block has approximately 1/600 chance of being mined every second, or that is how it is supposed to be with a good difficulty adjustment
