Consent must be informed consent or it is meaningless. One must understand the issue in order to decide.

Germany has excellent laws which work in practice to maximize freedom while simultaneously severely punishing exploitation.
It's not rocket science. Plenty of countries to it very well. Only the USA seems to think there is a massive unsolvable problem.

These concepts are not new or difficult for them. They are not small children. 16 year olds are perfectly capable of deciding for themselves if, when, and with whom to have sex.
