Opiate tolerance is a complex thing.

Given that they are in business, I suggest those pills were intended for daily users with tolerance 1000x that of you and me.

The issue is probably rooted in how they are calculating a ‘lethal’ dose. body mass and usage history affects drug effects on the user

Could also be that a chunk of the pills were in “pill form” as a smuggling technique disguised as some other pill or to take up less space, to be processed later and blended into something else.

Could also be driven by idiosyncrasies in laws governing penalties for trafficking illicit goods. Will the penalty scale with the number of pills, or the weight of the fentanyl (active ingredient) in the pills. Does the penalty change if the pills are “lethal” or not etc. A lot of variables.

You'd think... but bigger distributors don't care as much and they expect the user to be responsible for themselves and know their limits... which they don't. People are also using it in other drugs. You sprinkle a little bit on some weed or cut some cocaine with it and your customers will consume more and come back to you before looking elsewhere... they'll also on board other users to your clientele list.

But you're not putting the entire dose into something someone is going to consume all at once... presumably.

That being said, it's a terrible creation of man and should be eradicated.
