Just make a rule where public officials can only hold a broad US index fund. Align the incentives.
Every company that consults for the gov like the big 4 basically makes their employees unable to trade- why the double standard?
(But also remove all the bullshit that has metastasized index funds vs value stock picking in the broader retirement fund market so we have a healthy market actually representing the state of the economy)
