I find it mats up and glues itself together when it's thick enough to be mulch. I'll use it my compost piles though.
I add it to my compost pile.
Not the best but it works

So the experiment will be 3 beds.
1 with shredded paper, 1 with hay, and 1 with wood chip.
The goal is Bermuda grass suppression and moisture retention. I have no tools to measure the moisture levels but I think the finger test will suffice for my needs.
Try thick cardboard and then mulch on top. Works for me. Bermuda needs any temp. impenetrable layer to kill it
Yes, that’s what I’ve done with some large flower beds and worked nicely. A few stragglers here and there but they were easy to pull out. I’m just testing the shredded paper alone to see the effects
