Yes it is running, Amethyst is using it no problem. I stopped and force closed Citrine and started it again but still no dice.

Oh, I'm using 2.0.8-offline. That surely makes a difference, right?

Yes, to use with web apps you need the free or play version

But to use it with Amethyst the offline version works fine, right?

I think I get it now. So in the end, I don't need to add Citrine to Amber for this setup, right? I would not get any speed improvements.

It works if you will just use amethyst and native apps. This setup would be if you want to use something like nostrudel or coracle
