i think it goes to the relay owners imo, like amethyst just a client and relays sre the ones hosting the posts -- IMO

I think reporting goes to the relay. It is public information who you reported.

#Amethyst also has a private block/mute list. This one is not public, you just don't see the user anymore.

It's stored in the app so is lost if you reinstall amethyst.
