I think I went too low with my sats/vbyte in a transaction 😶
Are there transactions that never go through? Is my utxo stuck in mempool purgatory for ever?

It may be stuck for a long time. It may even fall out of the mempool if it gets bad enough and you set it to low enough. If that happens, try again less frugally. Also you might be able to RBF it (replace by fee) which basically means makjng a second transaction to effectively boost the rate you used initially
Look up RBF for the rescue
If no miner picks it up for any block for long enough, you get it back.
