I should give an honorable mention for SimonSays.ai which I used extensively to tag FCPX clips with dialogue on my last movie
google speech to text has some free usage but my results have been mixed
Probably not ideal, but the only thing I can think of is to upload it as a YouTube video, turn on auto-subtitles, then copy-paste the subtitles.
