Is it a set of recommendations or is this going to be policy? If its not the central bank, who sets interest rates? How is the currency supply being constrained?

Yeah this is pretty nuts. They’re looking to stack a board with external hires to bring in “diversity” - basically they’ll appoint a bunch of government mates and set interest rates based on all sorts of other stuff now.
This and “The Voice” - these people have gone full socialist and just try to obfuscate the fact that small groups of ideologues are going to have even more power over average people.
