The rule is that once you have merged in, if someone merges in front of you and you can rear-end them, then you should rear-end them to teach them a lesson. Other than that, no rules.
Our local planning department started adding them. I was excited about the idea of "not stopping", but most of the ones added here are replacing "T" intersections, where the post of the T has virtually no traffic.
So, where the majority of drivers once drove straight and maintained speed, they now have to slow down and go around half of the turn-about ... for no reason other than maybe spending more fuel.

Here in Germany very common and I love them, they keep the traffic flowing. But yes, a lot people are much to stupid to use them.
