No clue. Plenty of online directories of public keys exist though.

It's relay related as in they're only using two or three relays. Do you use those relays? If not, then you wouldn't see it.

The spammer is only using 3 relays. At least they were last night.

And just because you don't have spam doesn't mean it's automatically a you or me problem.

The spammer is probably spamming the top 50 accounts or so. That's what I would do. Spam people that will complain and talk about it to get the most eyeballs on it. That way something gets done about it.

I don’t think it’s a me or you problem, but understanding who has spam or not is a good way to isolate the source.

I don't think they're spamming *everyone* though. It's a select subset of users.
