IMHO banning accounts should be a matter of users, not apps.
Or users explicitly subscribing to ban lists, or a collection of ban lists maybe

Yes, it is a user decision as well.
Would be nice to be able to append a badge to the user profile, depending on a custom filter implemented.
So if I i.e. nostrpleb had a ban filter and I used it for my frontend, it'd append the "Not official" account or similar.
