Lots of things get put into law, even when they don’t make any sense. For example, my grocery store isn’t allowed to provide me with compostable bags, but they are allowed to sell them in the aisle. So, when I forget my reusable bags I have to purchase the bags for 15 cents in the aisle, take them out of the package and then hand them to the person bagging my groceries. Before the law, the grocer could have them at the till and then charge me.
