The new North American trade deal allows for tiered tariffs and was agreed to and negotiated by Trump in fact. Replacing NAFTA.
There is a quota on imports of dairy from the US. After that quota, it scales up to 300%.
Currently, the US exports nowhere near, I think less than half, or that quantity needed to even be tariffed, nevermind 250%.
Why canada imposes high tariffs on American dairy:

Imports within the quota are subject to low or no tariffs, but once the quota is exceeded, prohibitively high tariffs are applied. For example, over-quota tariffs are approximately 241% for liquid milk and 298% for butter.  
These measures aim to prevent market saturation from foreign products, which could destabilize domestic prices and impact Canadian farmers’ livelihoods. While this system maintains domestic stability, it has been a point of contention in international trade discussions, especially with the United States, which views these tariffs as barriers to free trade. 
Despite trade agreements like the United States–Mexico–Canada Agreement (USMCA), which granted the U.S. tariff-free access to 3.6% of Canada’s dairy market, the core structure of Canada’s supply management system remains intact, continuing to impose high tariffs on imports exceeding set quotas.
