Would really like to know how NY prosecutors are able to charge Chinese citizens with a crime. What statute gives them jurisdiction?

It's because they took on US customers. That's why they're claiming jurisdiction.

Also, they were charged by the US government in this release, not the NYDFS. But they were charged in a federal court in NY.
