There are only 3 levels of organization:
- localism (tribalism)
- nationalism
- internationalism (globalism)
The sound approach seems to be to layer these: a healthy local tribalism with a minimally governed nationalism and a market relationship with internationalism.

Well, I'd say you over aggregated "local" and there are many layers of organization within it: family, neighborhood, community, city, etc.
