Is monero controlled by a 51% attacker? If so, then there is a new attack vector against monero's privacy: shotgun kyc. A 51% attacker can refuse to let any transactions into the blockchain unless their authors identify themselves via a KYC platform

It's not, but it has been experiencing selfish-mining attacks intermittently. There have been a few proposals like "Share or Perish" that in combination with others would make it much more difficult to attack decreasing the frequency of hitting a large reorg roughly once every ten days to once every few years
