The buubles will pop up when someone you are following is live streaming. You are following deAllen so the bubble is showing up. He streams 24/7 so the bubble will be there 24/7.

I had to un-follow the zap stream npub because it was showing me all the streams in their website.

I've seen those too. They appear every so often. I haven't figured that out, but I heard it's the relays testing telegram like chat groups/communities or something.
