What is a "mailing list replacement over Nostr" if not Nostr itself?

I guess what you mean is a moderated place where a group of people ensure that a certain topic is kept in all discussions, and with relatively high signal-to-noise ratio, a peaceful place where deep discussions can happen?

There is where you add the concept of a moderated relay.

I don't know if that is good or bad.

Nostr added benefits over normal email lists are small, but meaningful:

- cryptographic signatures for messages

- multiple client compatibility

- people who are not allowed in the mailing list are still able to comment about the topics posted to the mailing list, they just have to push their comments to other relays, parallel discussions can arise

- instead of a single central relay, you can have a different one for each moderator, and people can pick the moderators they trust more (they don't have to run servers, there could just be a relay provider that runs a single server but isolates one relay from the other by URL and providers a nice interface for the moderators to use)

isn't what you are describing the same (user experience) as telegram groups? will that be possible with moderated relays too?

I suggest something like Telegram channels. Basically chat rooms where obly the admin can write, to inform all the users subscribed in the room. Easy to implement.
