I heard that in the US people put them in plastic bags & leave them out for people just take them.

Like they literally give them away all bagged up.

Are you not supposed to take those?

Yep, they bag em up... Very silly. I hope someone grabs them and puts them to use. Sometimes they do make it to a place where they become compost but many times it's just straight to the dump.

Unfortunately nobody bags them where I live. Occasionally I find an arborist has dumped his wood chips. Occasional a fallen tree. Leaf compost is pretty amazing stuff.
