It’s a meaningless phrase by the commissars at the Ministry of Health, a slight concession, but not admission, that the sludge they peddled for decades was poison and that plant foods are still healthy. The bureaucratic state needs to keep changing the language to keep people confused, avoid culpability, and make more work for themselves. It started with “whole grains”.
