They is kind of abstract, in theory everyone should know what someone intends by "They" but I suppose everyone has a different "They", for me the They I am referencing is usually Governments, Institutions, Corporations, or powerful entities like Colleges, BlackRock, or Lobbyists, etc., basically the collective behaviors that formulate the world we live in with social, economic, and coercive pressures.

But to some crazy people the "They" is The Jews.

But they could apply to anything.

Like they like to eat dogs, or they like they disproportionately commit crimes, or they crossed the border illegaly, or they trest women poorly.

Again, I didn't describe the they but it's fair to imagine everyone has a "They".
