No surprises here. Banks don't hold an infinite amount of cash. If they're running low they'll hold on to what they have for businesses that need change et cetera.

Honestly a pretty great way to ensure you don't get what you want is to start recording the customer service person who's trying to help you and start acting like an entitled brat.
